Overview of the Extractive Industries
Although oil production in Cameroon declined during the 1990s, oil revenues still contributed 24% of government fiscal revenue, 50% of export earnings and about 6% of GDP in 2003. Renewed investment in oil exploration and governmental plans to further liberalize Cameroon's energy sector may increase the hydrocarbons' share in the economy. In 2004 a pipeline across Cameroon, for oil export from Chad, was commissioned. This was partially financed by the World Bank Group as a part of the Chad-Cameroon pipeline project.
Status of EITI Implementation
Cameroon is currently a Candidate Country. Cameroon has already produced two reports. The 3rd report is under preparation and will include the mining sector. IDL (in consortia with Synergy Global) has conducted the validation assessment in January 2010. A draft of the Validation Report has been received by the EITI Board Validation Committee and work has begun on agreeing a final Validation Report.
Cameroon has requested an extension to their Validation deadline which will be considered by the International EITI Board when it meets 15-16 April.
Governance of EITI Implementation
The National Committee is a multi-stakeholder group in charge of implementation and follow-up of the EITI in Cameroon. Minister of Finances Essimi Menye leads the EITI multi-stakeholder group in Cameroon and has been elected EITI Board alternate in February 2009. The National Coordinator is Agnès Solange Ondigui Owona.
