Overview of Extractive Industries

Peru is the world’s sixth-largest producer of gold and copper and the second largest producer of silver. It also ranks highly in output of zinc and lead. In 2003, mining accounted for 4% of GDP, but provided half of the total export earnings. The country is a significant producer of oil and gas. Ongoing development of natural gas and condensates in the Camisea basin is boosting the extractive sector contribution to Peru’s economy and to the Government’s fiscal revenues.

Status of EITI Implementation

Peru was admitted as a EITI Candidate country by the EITI Board in September 2007. The first report was published in November 2009 and is available in the webpage of the Ministry of Energy and Mines (http://intranet2.minem.gob.pe/web/eiti/archivos/publicaciones/Estudio_Conciliación.pdf).

 A public tender for selecting the Validator was launched on December 30th, 2009 (Concurso Publico No. CP 0011-2009-MEM) . A selection is expected by late March 2010. Peru has requested an extension to their Validation deadline which will be considered by the International EITI Board when it meets 15-16 April.

Governance of EITI Implementation

On 12 May 2006, the Government of Peru published an Executive Decree that approves the EITI Action Plan, creates an EITI Working Group which represents the entire stakeholder’s constituency, and provides a legal basis to the implementation of EITI. The mandate of this working group was renewed by Presidential Decree 5 September 2008.
