Overview of Extractive Industries in Yemen

Oil and agriculture are the two mainstays of Yemen's economy. In 2006 oil accounted for over 90% of export earnings and an estimated 75% of government revenue. This leaves the economy highly vulnerable to fluctuations in the international prices of oil. The country's oil reserves are, by Gulf standards, relatively limited and declining, with output at the end of 2006 standing at just 384,000 barrels/day (b/d), some way below the peak average of 465,000 b/d recorded in 2003.  Yemen is expected to have depleted its oil reserves within 15 years, although prospects for the gas sector look better.

Status of EITI Implementation

Yemen was accepted as an EITI candidate country on 27 September 2007.

Yemen has until 9 March 2010 to undertake validation.

Yemen announced its formal commitment to implement the EITI following a Cabinet Decree in March 2007 and the Ministry of Oil and Minerals has been designated as the focal point for coordinating the implementation of this initiative. 

Governance of EITI Implementation in Yemen

In August 2007, the Ministry of Oil and Minerals, Government of Yemen, established the mutli-stakeholder "National EITI Council" with a separate YEITI Secretariat.  The aim of this council is to monitor and facilitate the EITI implementation process by taking the necessary decisions and ensuring necessary support to fulfill the EITI work plan.
